Tom Whiteley

Founder and Managing Director

Tom is the Founder and Managing Director of Veluca and a chartered civil engineer. He has spent his career planning, developing and delivering complex infrastructure projects across Australia, leading projects through every stage of the lifecycle. Tom founded Veluca in 2017 to rethink client side advice, giving project owners independent project leadership and expertise across the infrastructure they invest in. He is known for a practical approach and collaborative leadership, bringing multidisciplinary teams together to solve hard problems. Tom helps clients manage complexity, reduce risk and make informed decisions, and leads the business with a focus on building high performing teams.

Ed Poley

Principal | Project and Program Management

Ed has more than 20 years of experience delivering complex infrastructure across transport, defence, water, sport and urban renewal in Australia and Brazil. In Rio de Janeiro he managed delivery of the Trans Olympic Expressway, Metro Line 4, the Maracanã stadium redevelopment and a major urban renewal program. In Australia he has delivered major upgrades at Defence bases, the Walgett Weir upgrade and rail bridge replacements for Queensland Rail. Before joining Veluca he was ADCO’s delivery project manager on Pimpama Station, which opened in October 2025 with zero lost time incidents. Ed brings hands on experience in live, secure and operational environments, from procurement and staging through to commissioning and handover.

Jeremy Brownbill

Principal | Project and Program Management

Jeremy is a chartered engineer with more than 15 years of experience delivering major public infrastructure for government clients. He has held program manager, project manager, design manager and technical advisor roles across every phase of the project lifecycle and under many different delivery models. His client side career spans state, local and national programs, where he has led major urban corridor upgrades, a network wide park ’n’ ride program, value engineering reviews and the scope and technical requirements for complex procurement packages. Jeremy is registered on the APEC and IPEA international engineering registers, and is valued for his program wide view and his ability to balance technical, commercial and stakeholder priorities on complex programs.

Nabhan Rahman

Principal | Project and Program Management

Nabhan is a highly accomplished civil engineer with more than 15 years of experience. He has led the planning, design and construction of major civil infrastructure in Brisbane and London, with a portfolio spanning bridges, tunnels, highways, rail crossings, depots and urban road upgrades. He has worked for contractors, state and local government as a project manager, senior engineer and site engineer, through all phases of the lifecycle and under a range of delivery strategies. Nabhan brings strong technical knowledge and practical constructability. His greatest strength is building strong working relationships with clients, consultants, contractors, the public and elected representatives, which he credits with consistently delivering projects on time and on budget.

Gordon Kleynhans

Principal | Engineering and Design

Gordon has more than 30 years of experience across civil, structural, transport, defence, aviation, energy, health and industrial infrastructure. He has held senior client side roles in project management, design management and contract management for government agencies, asset owners and major contractors. His work includes the RAAF Base Tindal redevelopment, Powerlink and TransGrid substations, the Brisbane Airport domestic terminal precinct, the Mackay Base Hospital upgrade and design management of the New Gold Coast Stations. Gordon uses his design background to steer design phases and resolve coordination issues during construction. He is a strong communicator and negotiator with a high attention to detail, and knows how to get work safely built and signed off in live, operating environments.

Anthony Goebel

Principal | Engineering and Design

Anthony is a chartered civil engineer with more than 16 years of experience planning, designing and delivering infrastructure projects in Australia and the United Kingdom. He has worked as a project engineer, civil designer and project manager, building a broad skill set that makes him highly sought after. Anthony has led projects through every phase of the lifecycle, from business cases and corridor planning through design, construction and handover. He manages projects with confidence, drawing on a strong technical background and natural leadership to keep teams focused and work moving. His design experience means he understands the detail behind decisions, and his delivery experience means he knows what it takes to get projects built.

Angus Brown

Principal | Environment and Approvals

Angus is an urban and environmental planner with more than 17 years of experience leading environmental assessments and approvals across the planning, design and construction of major infrastructure. He has deep experience in Queensland environmental impact statements and Commonwealth EPBC approvals across transport, water, energy and resources. His work includes the Public Environment Report for The Wave, more than 250 approvals for Cross River Rail’s surface works, approvals for the Bruce Highway upgrade and new dams, and approvals strategy for Eraring Power Station. Angus stays involved through every stage, so he understands how planning decisions affect cost and schedule, and project teams rely on him as the person to call on any environmental or approvals question.

Abbee Lockyer

Principal | Environment and Approvals

Abbee is a Certified Environmental Practitioner with more than 15 years of experience in environmental planning, impact assessment and approvals for major infrastructure. She has worked across rail, roads, energy, water, defence and health, managing and writing environmental impact statements, public environment reports and due diligence studies for projects including the Toowoomba to Warwick pipeline, Lotus Creek Wind Farm, Defence training areas and the Bruce Highway. Abbee works with clients, regulators and project teams to manage environmental risk and navigate approval pathways, from inception through construction and operation. She is known for being organised, collaborative and solutions focused, balancing environmental, technical and project objectives.

Joe Welsh

Principal | Planning and Investment

Joe is a program and project manager with 15 years of experience across civil engineering, consulting and program delivery. A qualified civil engineer, he began his career in engineering and design roles in Brisbane and the United Kingdom, before spending six years as a Senior Manager at EY specialising in strategy, transformation and asset intensive industries. He has worked across transport, water, energy, health and government on business cases, program design, capital portfolio prioritisation and complex project delivery. Joe combines technical expertise with strategic thinking to deliver fit for purpose solutions in complex stakeholder environments, and is known for leading high performing teams and building strong client relationships.

Brett Linnane

Principal | Planning and Investment

Brett is a transport planner and project manager with 17 years of experience in integrated transport and urban planning, strategy and project development. He has worked on major multi modal studies, precinct and growth area plans, road and rail business cases, and airport, stadium and major event projects across Queensland, New South Wales and Victoria. Brett applies movement and place, and vision and validate, approaches to complex transport challenges, helping clients plan for how cities and regions will grow. He has led multidisciplinary planning teams and engages confidently with government, industry and community stakeholders, shaping projects well before they are defined.
