Tom Whiteley

Tom is the owner and Managing Director of Veluca, where he thrives on leading teams towards a common goal. A Chartered Civil Engineer, he brings over 15 years’ experience in the planning and delivery of major road, rail and public transport projects across Australia.

Tom is passionate about solving problems and creating value-for-money outcomes for clients. With a strong technical background and natural communication skills, he has successfully managed multi-disciplinary teams to deliver projects on time, within budget, and to the highest quality.

Beyond his project experience, Tom has a genuine passion for building and growing Veluca. He takes pride in shaping a consultancy that embeds trusted specialists into client teams, fosters strong relationships, and creates long-term opportunities for both clients and staff. Under his leadership, Veluca has become known for its outcome-focused approach and commitment to supporting government and industry to deliver critical infrastructure.

Outside of work, Tom enjoys taking his boat out, running his dogs on the beach, or escaping in the 4WD for a few days of camping.

Samantha Green

Samantha is a Chartered Accountant with extensive experience in the corporate industry. At Veluca, we are lucky enough to have her working behind the scenes as an Executive Assistant. She has an eye for detail and ensures all our systems and operations are running smoothly. Relying on her professional career, Samantha is able to continually drive efficiency and be relied upon by the rest of the team as the ‘go to’ for all matters.

When she is not helping prepare tenders, Samantha is kept busy chasing her two children. She values spending quality time with her family and friends.

Jeremy Brownbill

Jeremy has over 15 years’ experience in the delivery of multi-faceted transport infrastructure projects including rail, road and public transport. He has fulfilled various roles on major projects such as project manager, design manager, senior engineer and technical advisor across all phases of the project lifecycle, which has lead him to develop a broad base of technical knowledge and experience in delivering projects under various project delivery models.

Jeremy is a Chartered Engineer, and is also registered to APEC and IPEA Registers which recognises his substantial equivalence of professional competence in engineering.

In his spare time, Jeremy has his hands full with his active kids, but enjoys keeping up to date with the NBA basketball and taking trips to the Sunshine Coast to visit family and the beach.

Anthony Goebel

Anthony is a Chartered Civil Engineer with over 16 years’ experience in the design, coordination and delivery of multi-faceted infrastructure projects both internationally and domestically. Having fulfilled various roles in the industry as project engineer, civil designer and project manager has allowed Anthony to develop a broad set of skills to become a well sought-after resource.

Anthony’s ability to manage projects with confidence stems from his strong technical background and natural leadership abilities. In his career, Anthony has been responsible for leading, managing and delivering infrastructure projects through all phases of a project life cycle.

In his spare time, Anthony enjoys camping with friends and family, BBQing and getting to the beach for a stand-up paddleboard.

Gordon Kleynhans

Gordon is a Principal Engineer with 30 years’ experience in the design and construction of civil, structural, rail, defence, aviation, industrial and health infrastructure projects. He has fulfilled multiple roles on these projects including design management, contract management, site management, superintendent, and client-side project management.

Gordon draws on his design background to be able to play a vital role in managing design phases but also to instigate design solutions during the delivery phase to resolve critical construction coordination issues. He is an exceptionally strong communicator and negotiator with excellent organisational skills and a high level of attention to detail.

When not delivering results, Gordon finds himself doing DIY projects around the house and spending quality time with his family.

Angus Brown

Angus is a Principal Environmental Planner who has built a career through his integral role in the delivery of major infrastructure projects. With over 17 years' experience, Angus continues to lead the delivery of environmental assessments and approvals for planning phase, detailed design and construction for major projects. He is a firm believer of being involved throughout all stages of a project’s delivery to understand how decisions made during planning impact on cost and schedule during delivery.

Angus is highly motivated by seeking fit for purpose solutions to challenging problems. His experience in delivering environmental approvals provides him with integral understanding of the requirements for project delivery including cost, time, design and environmental considerations.

Outside of his day to day as an environmental planner, Angus spends his spare time crafting new brews to go on tap at locations in and around Brisbane.

Nabhan Rahman

Nab is a highly accomplished Civil Engineer with over 15 years of experience leading the planning, design, and construction of major civil infrastructure projects across Brisbane and London. His portfolio includes roads and intersection upgrades, highways, tunnels, and rail projects. He has taken on a wide range of roles including project manager, senior engineer, and site engineer on small and large scale projects, spanning all phases of the project lifecycle.

This breadth of experience has equipped him with a strong foundation in technical knowledge, practical constructability methods, and proven capability in delivering projects through various execution strategies. His strongest asset is his ability to generate robust working relationships with key stakeholders, including clients, consultants, contractors, members of the public, and politicians. The trusted network of relationships Nab has built throughout his career has played a critical role in his consistent success in delivering projects on time and within budget.

Outside of work, Nab enjoys spending time with his two young daughters on camping trips, road cycling, and relaxing over Sunday barbecues and beers.

Joe Welsh

Joe is a Program and Project Manager with 15 years’ experience spanning civil engineering, consulting and program delivery. A qualified civil engineer, he has worked across transport, government, power and utilities sectors, holding roles in both the public and private sectors. His career includes engineering and design roles in Brisbane and the UK, and six years as a Senior Manager at Ernst & Young specialising in strategy, transformation and asset-intensive industries.

Joe combines a strong technical foundation with strategic thinking, allowing him to challenge the status quo and deliver fit-for-purpose solutions in complex stakeholder environments. He is recognised for his ability to lead high-performing teams, maintain strong client relationships and deliver programs and projects to exacting standards of time, cost and quality.

Joe enjoys travelling with his family and keeping up to date with every sporting code imaginable.

Brett Linnane

Brett is a Transport Planner and Project Manager with 17 years’ experience in integrated transport and urban planning, strategy, and project development. His career spans major multi-modal studies, public transport strategies, road and rail business cases, and aviation and stadia projects across Queensland, NSW and Victoria.

Brett is recognised for his ability to apply movement and place and vision-and-validate approaches to solve complex transport challenges. He has successfully led multi-disciplinary planning teams and engaged with government, industry and community stakeholders to deliver strategies and infrastructure plans that balance technical outcomes with the needs of growing cities and regions.

Brett enjoys travelling with his family, getting outdoors, and the lifestyle on the Sunny Coast.
